Message from Commissioner Toumpas: I am pleased to inform you of several recent personnel changes. Last week, the Governor and Executive Council, at my request, unanimously confirmed Mary Ann Cooney as the Department's Deputy Commissioner. Many of you are familiar with Mary Ann as the Director of Public Health Services where she brought a high level of expertise and energy and a positive approach to that Division. As Deputy Commissioner, Mary Ann will be responsible for the overall operations of the Department and specifically for the Divisions of Family Assistance, Juvenile Justice Services, Children, Youth and Families, and Child Support Services. I have also asked her to manage the Bureau of Administration, New Hampshire Hospital and the Glencliff Home. I have appointed Dr. Jose Montero as the Director of Public Health Services, replacing Mary Ann. As the State Epidemiologist, Dr. Montero has been an integral part of DPHS over the past years, working closely with Mary Ann in managing the activities of that Division in responding to health events and emergencies. In addition to his familiarity with DPHS, Dr. Montero is a recognized leader in the field of public health, and his appointment as Director will continue the tradition of strong leadership in DPHS. Finally, I have elevated Nancy Rollins to the position of Associate Commissioner within the Department. Nancy will continue to lead the Division of Community Based Services, with a special emphasis on policy development and coordination between DCBCS and the Office of Medicaid Business and Policy. As with Mary Ann and Dr. Montero, Nancy brings to this responsibility a proven record of strong leadership and success in DCBCS and previously as DCYF's long-term Director and as interim Medicaid Director. These three changes will strengthen the management of the Department at a time when we face many challenges now and in the upcoming biennium. I would also like to mention that I am in the process of conducting final interviews for the Medicaid Business and Policy Director position and anticipate completing that search by the middle of May.
